The Izmer Empire has long been on the border between good and evil. Mages, an elite group of magicians, rule the land, while the common people are powerless. Izmer Empress Savina (Thora Birch) wants equality and prosperity for all, so the evil magician Profion (Jeremy Irons) plans to overthrow her and establish his own rule. The Empress possesses a scepter that controls the Ismerian golden dragons. In order for Profion to take over, he must first obtain this scepter and trick the council of mages into believing that Savina is unfit to hold power. The Empress knows that Profion will bring destruction and death to Izmer. Therefore, she must find the legendary so-called Savrill Rod, a mythical rod that has power over red dragons far more powerful than golden ones. Two thieves, Ridley (Justin Whalin) and Snails (Marlon Wayans), inadvertently become instruments in Savina's quest. Accompanied by Elwood the dwarf (Lee Arenberg) and aided by the Empress's best tracker, Nord the elf, the young heroes set out to find the bar from Savrill. As Profion prepares for battle with the Empress in Izmer, Ridley and his friends overcome many obstacles - a deadly maze of a thieving brotherhood, secret caves, abandoned castles - at every turn they must outwit Profion's chief minion Damodar (Bruce Payne). It all depends on who gets the rod first. Time is running out, survival hangs in the balance...
